REASONS FOR BILL:
Sb 626 would create an enterprise zone within the town of Plymouth, creating an invective to
retain and attract manufacturing firms through abatements of a portion of real and personal
property taxes and corporate tax reductions.
RESPONSE FROM ADMINISTRATION/AGENCY:
David Lehman, Commissioner of the Department of Economic and Community Development
appreciates the intention of the bill, but the town of Plymouth does not meet the eligibility
criteria set up by the Office of Policy and Management to establish an enterprise zone. To be
eligible to establish an enterprise zone, a community must meet the following social and
economic conditions below:
Criteria Primary Census Tracts Secondary Census Tracts
Poverty Rate At least 25% At least 15%
Unemployment Rate 2x the state average At least 1.5x the state
average
Population on Public At least 25% At least 15%

NATURE AND SOURCES OF SUPPORT:
Seth Duke, Chairman of the Economic Development Commission of the Town of Plymouth
supports SB 626 because the enterprise program encourages both the retention and
attraction of manufacturing firms within communities that offer the benefits of this program.
