AN ACT CONCERNING A STUDY OF EQUITY IN THE
CONSTRUCTION INDUSTRY.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (Effective from passage) The Commissioner of Administrative
2 Services shall conduct a study of the construction industry in the state,
3 to determine the percentage of construction work in both the public and
4 private sectors that is performed by minority-owned businesses and
5 women-owned businesses. Not later than June 30, 2022, the
6 commissioner shall submit a report, in accordance with the provisions
7 of section 11-4a of the general statutes, to the joint standing committee
8 of the General Assembly having cognizance of matters relating to
9 government administration containing the findings of such study and
10 any recommended legislative changes.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require a study to determine the percentage of construction work in
the state in both the private and public sectors that is performed by
minority and women-owned businesses.
