REASONS FOR BILL:
Requirements for the Department of Consumer Protection to do a study on the continuous
unsolicited telemarking and how to set up prohibitions because of all the consumer
complaints. The intent of this bill is not to impede good faith businesses tactics to engage
individuals in commerce, the bill is designed to combat fraud and protect consumers.

NATURE AND SOURCES OF SUPPORT:
Craig Fishbein, Representative, State of Connecticut testified in support of the bill. I
drafted this bill in response to the predatory telemarketing calls. The intent of this bill is not to
prohibit legitimate calls but to stop the scammers.
NATURE AND SOURCES OF OPPOSITION:
Eric George, President, Insurance Association of Connecticut submitted testimony. This
bill though in good faith would hinder the insurance industry. The bill is unclear and needs
more information.
