REASONS FOR BILL:
This bill would allow the Commissioner of Consumer Protection to adopt regulations with
provisions of chapter 54of general statutes. It would allow DCP to adopt regulations
concerning occupational licensing.

NATURE AND SOURCES OF SUPPORT:
Connecticut Alarm Systems Integrators Association
CASIA supports this important legislation with amendments. Important changes are needed
to allow DCP to adopt regulations concerning occupational licensing. CASIA would also like
language on advertisement for television and radio format have a more consumer-friendly
format. This would include amending, among other applicable statutes and regulations, CGS
Section 20-427 (a) (3). CASIA does support requirements that alarm companies be licensed
in this state, as well as strong consumer protection.
Christopher Fryxell, President, Associated Builders and Contractors, CT chapter
ABC Connecticut supports this bill with amendment. Respectfully asking that language be
included to change the apprenticeship to journeyman hiring ratio to a 1:1 ratio for all
construction trades out of fairness and to stimulate workforce development and economic
growth. The current ratio serves as the sole obstacle preventing individuals eager to work in
construction from being hired by contactors who want to employ and train them. Making a
hiring ratio of 1:1 would have a significant impact on employment. Please consider amending
the hiring ratio.

The IEC feels this bill is wide-ranging and does not have a clear goal. The focus should be
on the need for legislature to make changes to the statues, etc. to allow for meaningful
employment opportunities. Until the intent of SB268 is clarified, IEC cannot support or
oppose this legislation.

Ms. Glassman is not submitting testimony in opposition nor in support for SB268. This bill is
very broad, and testimony is being submitted for the record to indicate judgement will be
withheld on this proposal until the intent is understood.
