REASONS FOR BILL:
To allow fuel retailers the ability to provide customers with an electronic delivery ticket (e-
receipt) instead of a paper receipt. The receipt must contain the same information and the
customer must agree on the e-receipt in writing and be provided simultaneously with delivery.
A record of the e-receipt must be maintained for at least 12 months and subject to the sealer
of weights and measures' inspection. The bill does not apply to barge, railroad tank car, drum
or slow flow meter deliveries.

NATURE AND SOURCES OF SUPPORT:
Brian Moran, Director Government Affairs, NECSEMA submitted testimony in support of
the bill. The need to update existing laws was highlighted by the pandemic. This bill fairly
and sensibly updates the delivery of receipts electronically.
Leslie Anderson, President and CEO, Propane Gas Association of New England
supports the bill. Our customers frequently complain about leaving paper tickets following a
delivery. They request we leave them in the mail box or electronically. This bill is what our
customers have been asking for.
Jane Bourdeau, Manager, Bantam Wesson testified in support of the bill. The bill will allow
our consumers to choose how they want their receipt. Our customers get electronic
confirmation on the purchase of virtually every product and service they receive but the
delivery of fuel. We ask that you allow us to respond to the requests of our customers.
Christian Herb, President, Connecticut Energy Marketers Association supports the bill.
We have attached suggested substitute language and diesel emission reduction and time
savings. Passing this bill modernizes the law, reduces diesel emissions by reducing the time
a fuel truck idles, reduces contact between driver and customer, protects customers against
criminals and responds to the request of our customers.
