REASONS FOR BILL:
To recognize and compensate Ms. Patricia "Pidgie" D'Allessio for her role in the identification,
arrest and conviction of serial predator Robert Nelson Malm. In 1953, a $3,000 reward was
offered for information regarding the sexual assault and strangulation of a young girl.
Through Ms. D'Allessio's efforts, Mr. Malm was convicted of the crime. However, she was
deemed ineligible to receive the reward, as the information she provided was given prior to
the reward being offered. The bill seeks to acknowledge Ms. D'Allessio's act of public
service.

NATURE AND SOURCES OF SUPPORT:
Edwin Vargas, State Representative complimented the bravery and hard work of Patricia
"Pidgie" D'Allessio. He stated that her act of public service should be recognized.
Debra St. Germain stated that this bill rights a wrong and should be passed so that justice is
finally served.
A petition in support of the bill was submitted by the Executive Board and Members of
Hartford's Southwest and Behind the Rocks Neighborhood Revitalization Zone. The petition
included support from Debra St Germain, Santos Rivera, Eileen Noonan, Colin Billings, Kathy
Evans, Julie Dube, John Vallez, Joyce Bono, Ryan Cochrane, Sylvia Vargas, Edwin Vargas,
Janice Castle, Yvonne Matthews, Arianna Bascne, Keith Henderson, Pamela Applewhite-
Miller, Elizabeth O'Leary, and Pete Torres.
