AN ACT CONCERNING ENHANCEMENTS TO THE STATE'S
ENVIRONMENTAL JUSTICE LAW.

Explanation
The bill modifies the environmental justice law, which requires
applicants constructing or siting new or expanded energy or solid
waste facilities in certain communities to engage in a public
participation process. It requires, rather than allows, municipalities
with five or more energy or solid waste facilities to enter into
community benefit agreements.
While the bill may increase the number of community benefit
agreements that municipalities enter into, the provisions of the bill do
not require payments between these facilities and municipalities as a
result of such agreements. Thus, the bill is not anticipated to result in a
fiscal impact.
