AN ACT CONCERNING THE RESPONSIBILITIES OF THE JURY
ADMINISTRATOR IN SUMMONING JURORS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. Section 51-220 of the general statutes is repealed and the
2 following is substituted in lieu thereof (Effective October 1, 2020):
3 The number of jurors to be chosen from each town shall be equal to a
4 percentage of the town's population rounded off to the nearest whole
5 number, such percentage to be determined by the Jury Administrator, [.
6 Such population figures] in accordance with the provisions of this
7 section and section 51-220a, as amended by this act. The number of
8 jurors chosen from each town shall reflect the proportional
9 representation of the population of each town within the judicial
10 district. The Jury Administrator shall calculate such percentage by
11 determining each town's proportional share of the population of the
12 judicial district and dividing that proportional share by the town's yield
13 ratio. For purposes of this subsection, a town's yield ratio shall be
14 calculated by dividing the number of jurors from such town who, when
15 summoned during the previous calendar year, complied with the

16 summons to appear for jury service, by the product that results when
17 the town's proportional share of the population of the judicial district is
18 multiplied by the total number of jurors summoned in the judicial
19 district in the previous calendar year. The Jury Administrator shall
20 derive population figures from the last published census of the United
21 States government.
22 Sec. 2. Section 51-220a of the general statutes is repealed and the
23 following is substituted in lieu thereof (Effective October 1, 2020):
24 (a) Electronic data processing and similar equipment may be used in
25 the selection, drawing and summoning of jurors under this chapter. At
26 his election, the Jury Administrator may enter into a computerized data
27 processing file the names of persons appearing on the list compiled
28 under subsection (b) of section 51-222a, in order to perform any of the
29 duties prescribed in this chapter.
30 (b) In carrying out the duties prescribed in section 51-220, as
31 amended by this act, the Jury Administrator shall annually compile the
32 number of jurors summoned from each town who complied with the
33 summons and appeared for jury service.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To better ensure that the composition of a jury is reflective of the overall
population within the judicial district.
