REASONS FOR BILL:
To redefine "administrative expense" for purposes of certain bond financed housing programs
and to make minor revisions to the statute concerning the homelessness prevention
response fund.
RESPONSE FROM ADMINISTRATION/AGENCY:
Seila Mosquera-Bruno, Commissioner of The Department of Housing: The DOH supports
the intent of HB-5128. However, they have concerns with the language "administrative
expense". The fear that the language is not inclusive and limited to old program activities.
The current language of the bill does not include programs such as the "Flex" program and
the Housing Trust Fund (HTF). The DOH would like the language revised to be more
inclusive towards new programs.

Kiley Gosselin, Executive Director of the Partnership for Strong Communities, Hartford voiced
her support for HB-5128.
