AN ACT ESTABLISHING A FUND FOR THE EFFECT OF CERTAIN
OFFSHORE WIND ENERGY PROJECTS ON STATE FISHERIES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (NEW) (Effective from passage) Notwithstanding any
2 provision of the general statutes, the Commissioner of Energy and
3 Environmental Protection shall disclose the content of any proposal
4 selected pursuant to subsection (b) of section 16a-3n of the general
5 statutes and any power purchase agreement entered into with the
6 applicable bidder of such proposal pursuant to subsection (c) of said
7 section.
8 Sec. 2. (NEW) (Effective July 1, 2020) The Commissioner of Energy and
9 Environmental Protection, in consultation with the State Treasurer, shall
10 establish a Fisheries Recovery Fund the proceeds of which shall be used
11 by the commissioner to make grants to commercial fishermen licensed
12 in this state who are negatively affected by the effect on state fisheries
13 of any offshore wind facilities established pursuant to section 16a-3n of
14 the general statutes and to provide funding for the restoration of such
15 fisheries. Such fund may receive any state, federal or private funds. The

16 commissioner shall adopt regulations, in accordance with the
17 provisions of chapter 54 of the general statutes, to establish criteria and
18 procedures for the award of any such grant pursuant to this section.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To compensate commercial fishermen for lost revenues associated with
the effects of certain offshore wind energy projects and require
disclosure of the contract and associated documents for such project.
