AN ACT CONCERNING ISSUES SURROUNDING THE APPROVAL OF
CERTAIN NEW MUNICIPAL CONSTRUCTION PROJECTS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (NEW) (Effective October 1, 2020) Notwithstanding the
2 provisions of the general statutes, any special act, municipal charter or
3 ordinance to the contrary, no legislative body of a municipality shall
4 vote to approve any municipal construction project that is the subject of
5 a contract entered into on or after October 1, 2020, for which the
6 estimated cost is greater than twenty-five million dollars unless there is
7 opportunity for public comment on such project at a public hearing in
8 such municipality prior to such vote. Such public hearing shall take
9 place prior to the initiation of any competitive bidding process for such
10 construction project. Such public hearing shall (1) be noticed in a
11 manner consistent with the provisions of section 7-3 of the general
12 statutes, or (2) take place during a town meeting or meeting of a city or
13 borough noticed pursuant to section 7-3 of the general statutes. For
14 purposes of this section, "municipality" means any town, city, borough,
15 consolidated town and city or consolidated town and borough.

This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require municipalities to hold public hearings on proposed
construction projects with estimated costs greater than twenty-five
million dollars.
