AN ACT CONCERNING ACCESSIBILITY OF INFORMATION ON
PROFESSIONAL BONDSMEN, BAIL ENFORCEMENT AGENTS AND
SURETY BAIL BOND AGENTS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (NEW) (Effective from passage) (a) Not later than January 1,
2 2021, the Secretary of the Office of Policy and Management shall
3 establish and make publicly available on the office's Internet web site a
4 searchable database providing the following information on each
5 professional bondsman licensed under chapter 533 of the general
6 statutes, bail enforcement agent licensed under chapter 533a of the
7 general statutes, and surety bail bond agent licensed under chapter 700f
8 of the general statutes: (1) The name of such bondsman, bail
9 enforcement agent or surety bail bond agent, (2) the license type and
10 expiration date for such bondsman, bail enforcement agent or surety
11 bail bond agent, and (3) the agency that licenses and regulates such
12 bondsman, bail enforcement agent or surety bail bond agent and a link
13 to such agency's Internet web site.
14 (b) The secretary shall update the database established pursuant to

15 subsection (a) of this section at least quarterly based on information
16 provided by the Commissioner of Emergency Services and Public
17 Protection pursuant to section 29-152j of the general statutes, as
18 amended by this act, and the Insurance Commissioner pursuant to
19 section 38a-660a of the general statutes, as amended by this act.
20 Sec. 2. Section 29-152j of the general statutes is repealed and the
21 following is substituted in lieu thereof (Effective from passage):
22 The Commissioner of Emergency Services and Public Protection shall
23 furnish to all courts and [to all] organized police departments in the state
24 and the Secretary of the Office of Policy and Management, the names of
25 all persons licensed as professional bondsmen under chapter 533 or bail
26 enforcement agents under the provisions of sections 29-152f to 29-152i,
27 inclusive, and shall forthwith notify such courts and all such police
28 departments of any change in any such bondsman's or agent's status or
29 of the suspension or revocation of the license of any such bondsman or
30 agent to engage in such business.
31 Sec. 3. Section 38a-660a of the general statutes is repealed and the
32 following is substituted in lieu thereof (Effective from passage):
33 The Insurance Commissioner shall furnish to all courts and [to all]
34 organized police departments in the state and the Secretary of the Office
35 of Policy and Management, the names, principal business addresses and
36 telephone numbers of all persons licensed as surety bail bond agents
37 under this chapter and shall forthwith notify such courts and all such
38 police departments of any change in any such agent's business name,
39 principal business address, telephone number or status or of the
40 suspension or revocation of the license of any such agent to engage in
41 such business.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To make publicly available a searchable database providing accessible
information on the licensure of a professional bondsman, bail
enforcement agent or surety bail bond agent and directing a person to
the correct licensing and regulating agency for such bondsman, bail
enforcement agent or surety bail bond agent.
