AN ACT REQUIRING A STUDY CONCERNING THE STATE BUILDING
CODE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (Effective from passage) The Commissioner of Administrative
2 Services, the State Building Inspector and the Codes and Standards
3 Committee within the Department of Administrative Services, shall
4 conduct a study to (1) determine the feasibility of implementing a six-
5 year State Building Code adoption cycle, including, but not limited to,
6 any anticipated benefits or challenges to implementing such cycle, and
7 (2) examine methods of standardizing and streamlining the State
8 Building Code, including, but not limited to, the timeframes associated
9 with the building permit approval process. Not later than January 1,
10 2021, the commissioner, inspector and committee shall submit a report
11 on their findings and any recommendations to the joint standing
12 committee of the General Assembly having cognizance of matters
13 relating to planning and development, in accordance with the
14 provisions of section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require the Commissioner of Administrative Services, the State
Building Inspector and the Codes and Standards Committee to conduct
a study concerning the State Building Code adoption cycle and methods
of standardizing and streamlining the State Building Code.
