AN ACT CONCERNING THE STATE'S ELECTRONIC BUSINESS
PORTAL.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. Section 3-99d of the general statutes is repealed and the
2 following is substituted in lieu thereof (Effective October 1, 2020):
3 (a) The Commercial Recording Division of the office of the Secretary
4 of the State shall establish an electronic business portal as a single point
5 of entry for business entities for purposes of business registration
6 pursuant to title 33 or 34. Such portal shall provide explanatory
7 information and electronic links provided by state agencies and quasi-
8 public agencies, including, but not limited to, the Labor Department, the
9 Workers' Compensation Commission, the Departments of Economic
10 and Community Development, Administrative Services, Consumer
11 Protection, Energy and Environmental Protection and Revenue
12 Services, Connecticut Innovations, Incorporated, Connecticut Licensing
13 Info Center, The United States Small Business Administration, the
14 Connecticut Small Business Development Center, the Connecticut
15 Economic Resource Center and the Connecticut Center for Advanced

16 Technology, for the purposes of assisting such business entities in
17 determining permitting and licensure requirements, identifying state
18 revenue responsibilities and benefits, and finding available state
19 financial incentives and programs related to such entities' businesses.
20 The electronic business portal shall (1) allow a business entity to create
21 a single online account through which it may (A) register with any state
22 agency or quasi-public agency, (B) apply for and renew licenses and
23 permits from such state agency or quasi-public agency, and (C) pay any
24 registration, license or permit fees, and (2) allow a state agency or quasi-
25 public agency to (A) communicate with a business entity regarding the
26 status of any business registration, license, permit or application, and
27 (B) maintain a database for managing business registrations, licenses
28 and permits. The information provided for purposes of business
29 registration with the office of the Secretary of the State may be made
30 available to state agencies and quasi-public agencies for economic
31 development, state revenue collection and statistical purposes as
32 provided by law.
33 (b) The Department of Economic and Community Development,
34 within available appropriations and in collaboration with the office of
35 the Secretary of the State, shall (1) promote such electronic business
36 portal in order to encourage entrepreneurship in the state, and (2)
37 identify modifications to such electronic business portal to allow
38 businesses to complete the business registration process in an expedient
39 manner.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require the state's electronic business portal to (1) allow a business
entity to create a single online account through which it may register
with any state agency or quasi-public agency, apply for and renew
licenses and permits and pay any fees, and (2) allow a state agency or
quasi-public agency to communicate with a business entity regarding

the status of any business registration, license, permit or application and
maintain a database for managing business registrations, licenses and
permits.
