AN ACT CONCERNING GOVERNMENT ADMINISTRATION AND A
TASK FORCE TO REVIEW GENDERED LANGUAGE IN THE STATE
CONSTITUTION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (Effective from passage) (a) There is established a task force
2 to (1) review the text of the state Constitution to identify all existing
3 gendered language in the text, and (2) make recommendations for the
4 redrafting of such text to replace such language while preserving the
5 meaning of the current text and to reiterate the equality of citizens of all
6 genders before the law.
7 (b) The task force shall consist of the following members:
8 (1) One appointed by the speaker of the House of Representatives;
9 (2) One appointed by the president pro tempore of the Senate;
10 (3) One appointed by the minority leader of the House of
11 Representatives;

12 (4) One appointed by the minority leader of the Senate;
13 (5) Three appointed by the Governor;
14 (6) Three appointed by the Chief Court Administrator; and
15 (7) The Attorney General, or a designee.
16 (c) Any member of the task force appointed under subdivision (1),
17 (2), (3) or (4) of subsection (b) of this section may be a member of the
18 General Assembly.
19 (d) All initial appointments to the task force shall be made not later
20 than thirty days after the effective date of this section. Any vacancy shall
21 be filled by the appointing authority.
22 (e) The speaker of the House of Representatives and the president pro
23 tempore of the Senate shall select the chairpersons of the task force from
24 among the members of the task force. Such chairpersons shall schedule
25 the first meeting of the task force, which shall be held not later than sixty
26 days after the effective date of this section.
27 (f) The administrative staff of the joint standing committee of the
28 General Assembly having cognizance of matters relating to government
29 administration shall serve as administrative staff of the task force.
30 (g) Not later than January 1, 2021, the task force shall submit a report
31 on its findings and recommendations to the joint standing committee of
32 the General Assembly having cognizance of matters relating to
33 government administration, in accordance with the provisions of
34 section 11-4a of the general statutes. The task force shall terminate on
35 the date that it submits such report or January 1, 2021, whichever is later.
36 Sec. 2. Section 2-35a of the general statutes is repealed and the
37 following is substituted in lieu thereof (Effective October 1, 2020):
38 The joint standing committee of the General Assembly having
39 cognizance of matters relating to government administration,

40 organization and reorganization shall be charged with the duty and
41 responsibility of overseeing all government organization and
42 reorganization and in particular any transfer, allocation or consolidation
43 of any state department or agency. The committee shall [have
44 responsibility] be responsible for continuing review of the organization
45 and reorganization of state departments and agencies and may from
46 time to time make recommendations to the General Assembly with
47 regard to government organization and reorganization.
48 Sec. 3. Section 4-38j of the general statutes is repealed and the
49 following is substituted in lieu thereof (Effective October 1, 2020):
50 The Secretary of the Office of Policy and Management and each
51 department head, as defined [by] in section 4-5, shall (1) submit to the
52 joint standing committee of the General Assembly having cognizance of
53 matters relating to government administration, organization and
54 reorganization upon request (A) a report [upon request,] on the progress
55 and implementation of reorganization, and [upon request shall also
56 furnish to the committee] (B) any information concerning
57 reorganization, or (2) appear before the committee to provide such
58 information as may be determined by the chairpersons of said
59 committee.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To make technical changes to provisions concerning government
administration and to establish a task force to review the text of the
Constitution of the state to recommend the removal of all gendered
language.
