AN ACT CONCERNING CLEAN ENERGY INCENTIVES FOR
MANUFACTURERS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (Effective from passage) The Commissioner of Economic and
2 Community Development, in consultation with the Department of
3 Energy and Environmental Protection and the Public Utilities
4 Regulatory Authority, shall conduct a study relating to methods that the
5 state may use to incentivize the use of clean energy by manufacturers
6 and other businesses in the state. Such study shall include, but need not
7 be limited to, an examination of the feasibility of (1) offering financial
8 incentives for manufacturers that use solar energy or battery storage, (2)
9 increasing project caps for behind the meter projects for manufacturing
10 and large commercial businesses, (3) requiring the Public Utilities
11 Regulatory Authority to treat energy storage as a generator with access
12 to a streamlined and standardized interconnection process, (4) requiring
13 the Department of Energy and Environmental Protection to create
14 higher targets for the deployment of combined heat and power systems
15 in the state, (5) retaining and expanding clean energy research and
16 manufacturing jobs by including fuel cell technology manufactured in

17 the state as a valuable grid resource in future requests for proposals, and
18 (6) expanding energy storage targets, incentives and opportunities. Not
19 later than January 1, 2021, the commissioner shall submit a report on the
20 details of such study to the joint standing committee of the General
21 Assembly having cognizance of matters relating to commerce, in
22 accordance with the provisions of section 11-4a of the general statutes.
This act shall take effect as follows and shall amend the following
sections:
