The Alcoholic Beverage Control Act, which is administered by the Department of Alcoholic Beverage Control, regulates the application for, and issuance and suspension of, alcoholic beverage licenses. The act authorizes distilled spirits wholesalers and craft distillers to instruct licensees and their employees, or to conduct courses of instruction for licensees and their employees, on the subject of distilled spirits, as specified. Existing law provides that a distilled spirits manufacturer or distilled spirits manufacturer's agent may furnish distilled spirits and the equipment, materials, and utensils that may be required for use in connection with the instruction or courses of instruction.
This bill would additionally authorize rectifiers and brandy manufacturers to instruct licensees and their employees, or to conduct courses of instruction for licensees and their employees, on the subject of distilled spirits, as specified. The bill would further provide that a distilled spirits wholesaler, rectifier, brandy manufacturer, or craft distiller may furnish distilled spirits and the equipment, materials, and utensils that may be required for use in connection with the instruction or courses of instruction.
This bill would declare that it is to take effect immediately as an urgency statute.
