SCR1041 is a resolution that authorizes Arizona school districts to spend local revenues in excess of the aggregate expenditure limitation (AEL) for the fiscal year 2024. The AEL, established by the Arizona Constitution, limits school district spending of local revenues to the fiscal year 1980 level, adjusted for cost of living and enrollment changes, plus an additional 10 percent. The Economic Estimates Commission is required to publish the AEL annually before May 1, and for FY 2024, the AEL is set at $6,897,443,997. The resolution does not anticipate any fiscal impact to the state General Fund.
The resolution stipulates that the authorization for school districts to exceed the AEL will become effective upon receiving a two-thirds majority roll call vote in each house of the Arizona Legislature. The Senate Appropriations Committee withdrew from considering the resolution on May 9, 2023. The resolution was passed by both the House and Senate on May 10, 2023, and filed with the Secretary of State on May 11, 2023.
