SB1706 is a bill that amends the Arizona Revised Statutes by adding section 15-2406, which pertains to Arizona Empowerment Scholarship Accounts (ESAs). The bill requires the Arizona Department of Education (ADE) to submit a quarterly report on the ESA Program to the State Board of Education, the Governor, the President of the Senate, and the Speaker of the House of Representatives. Additionally, the report must be posted on the ADE's website and a copy provided to the Secretary of State.

The quarterly report must include detailed information such as the number of ESA applications received, approved, or denied with justifications for denials; the number of applications processed within 30 days and the number of administratively incomplete applications; disaggregated data on qualified students by various categories including eligibility, grade level, previous school attended, types of educational services used, English language learners, students with individualized education programs or Section 504 plans, self-reported race and ethnicity, and household income; the annual award amount for each ESA account; the number of students who withdrew, failed to renew, or were removed from the ESA Program along with the amount of money to be returned to the state; the amount of approved expenses by type; and the percentage of qualified schools that are accredited. The bill also defines "type of educational services" as either a qualified school or instruction provided by an approved vendor or provider outside of a qualified school.
