SB1343 is a bill that mandates the Arizona Department of Education (ADE) to identify best practices and make recommendations for instruction in digital citizenship and media literacy by January 15, 2024. The ADE is required to establish a Digital Citizenship and Media Literacy Advisory Committee, which will include various stakeholders such as school superintendents, experts in digital citizenship, media literacy, school librarians, parents, teachers, and administrators. This committee is authorized to recommend revisions to academic standards, establish a state educational technology plan, implement model policies and procedures on digital citizenship and media literacy, support schools in implementing best practices, and make other related recommendations.

The bill also requires school districts and charter schools to annually review and amend their policies and procedures on digital citizenship and media literacy starting in the 2024-2025 school year. They must consult with a diverse group of stakeholders and consider customizing model policies on electronic resources and internet safety, as well as best practices for instruction in digital citizenship and media literacy. Additionally, the bill defines "digital citizenship" and "media literacy" and requires the ADE to make available a list of resources and instructional materials on media literacy, including professional development programs for teachers. The bill is set to become effective on the general effective date.
