Furthermore, the bill would ban the imposition or collection of any fees or taxes based on VMT, including mileage fees, per-mile charges, or any other related taxes or fees for individual motor vehicle travel. However, the bill does not apply to interstate agreements for the administration of fuel taxes or registration fees for commercial vehicles operating in more than one state. The bill's provisions would become effective on the general effective date.
