SB1181 proposes changes to the funding model for Arizona online instruction (AOI) students. The bill aims to fund full-time or part-time AOI pupils in the same manner as students in a remote setting under a brick-and-mortar school's instructional time model (ITM), rather than at 95% of the base support level (BSL) for full-time pupils or 85% for part-time pupils as currently prescribed. Additionally, the bill removes the requirement for AOI schools to maintain a daily log of each pupil's time spent on academic tasks, instead ensuring that statutory minimum instructional time and hour requirements are met. AOI schools would also be authorized to adopt an ITM to meet these requirements and could use any method consistent with AOI and ITM requirements to determine instructional hours for the purpose of average daily membership (ADM) calculations. The bill includes technical and conforming changes and would become effective on the general effective date.
