FACT SHEET FOR S.C.R. 1011

 

supporting; hardrock mining

(NOW: border security; border crisis)

As passed by the Senate, S.C.R. 1011 expressed the Legislature's support for the hardrock mining industry. The House of Representatives adopted a strike-everything amendment that does the following:

Purpose

                      Urges the U.S. President and the U.S. Congress to take immediate action to secure the southern border.

Background

                      The Arizona Department of Homeland Security formulates policies, plans and programs to enhance the ability of this state to prevent and respond to acts of terrorism and other critical hazards (A.R.S.   41-4252). Statute establishes five Arizona Department of Homeland Security Regional Advisory Councils, each based in different regions of Arizona (North, South, East, West, and Central). In coordination with the department, regional advisory councils shall complete tasks such as develop, implement and maintain regional homeland security strategies, support and assist in implementation of Arizona's comprehensive statewide risk assessment and an integral regional approach to homeland security, and more (A.R.S.   41-4258).

                      Statute allows the governor to enter into a compact with other states to provide for the construction and maintenance of a fence along the Arizona-Mexico border line, and establishes the joint border security advisory committee that may take testimony and evidence regarding the border, analyze border crossing and related crime statistics, make recommendations to increase security, and administer and manage the construction and maintenance of a border fence (A.R.S.   41-113).

                      There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Calls on the President of the United States and the U.S. Congress to take immediate and decisive action to secure the southern border and stymie the security and humanitarian crises associated with any further illegal immigration and to as quickly as possible shore up the southern border by completing the southern border wall.

2.   Expresses the Legislature's support for the Speaker of the House of Representatives and the President of the Senate to create a Joint Border Security Advisory Commission to:

a)   provide a forum where testimony can be taken regarding the international border between Arizona and Mexico;

b)   analyze border crossing statistics and related crime statistics;

c)   recommend methods to increase border security; and

d)   address other issues related to the Arizona-Mexico international border.

3.   Directs the Secretary of State to transmit a copy of this Resolution to the President of the United States, the President of the U.S. Senate, the Speaker of the U.S. House of Representatives and each member of Congress from the State of Arizona.
