zero emission vehicles; plans; fleet
Purpose
Requires the Arizona Department of Transportation (ADOT) to develop a Zero Emission Vehicle Plan and a State Zero Emission Motor Vehicle Fleet Plan. Appropriates $500,000 from the state General Fund (state GF) in FY 2022 to ADOT to acquire telematics technology to develop the State Zero Emission Motor Vehicle Fleet Plan.
Background
The Director of the Arizona Department of Administration (ADOA) must operate a motor vehicle fleet for all state-owned motor vehicles for the purpose of providing transportation for eligible state officers and employees. The Director of ADOA must make fleet motor vehicles available to state agencies and departments on the request of the chosen representative for that agency or department and must provide for detailed cost, operation, maintenance, mileage and custody records for each state-owned vehicle. Statute outlines requirements for purchases of new alternative fuel and clean burning fuel vehicles that have a gross vehicle weight of 8,500 pounds or less that primarily operate in counties with a population of more than 1,200,000 persons (A.R.S. 41-803).
The Motor Vehicle Pool Consolidation Fund is administered by ADOT and the monies must be used to reimburse ADOT for costs relating to implementing an intergovernmental agreement with ADOA to operate the state motor vehicle fleet (A.R.S. 28-414). Laws 2019, Chapter 267 directed ADOT and ADOA, by October 1, 2019 and October 1, 2020, to submit a joint report to the Joint Legislative Budget Committee on transitioning the operation of the state motor vehicle fleet from ADOA to ADOT.
S.B. 1152 appropriates $500,000 from the state GF in FY 2022 to ADOT.
Provisions
1. Requires ADOT, in coordination with the Arizona Department of Environmental Quality and ADOA, to develop a Zero Emission Vehicle Plan designed to:
a) increase the number of registered zero emission vehicles in Arizona to at least 100,000 by 2027;
b) help establish interstate and intrastate zero emission corridors;
c) coordinate and increase the installation of zero emission vehicle infrastructure; and
d) incorporate additional best practices for increasing zero emission vehicle adoption, where appropriate.
2. Directs ADOT, within six months of the general effective date, to submit a draft of the Zero Emission Vehicle Plan to the Governor, President of the Senate and the Speaker of the House of Representatives (House).
3. Requires state agencies to prioritize zero emission vehicles in purchasing and leasing new vehicles and to use zero emission vehicles for agency business travel when feasible.
4. Requires state agencies to prioritize cost-effective, low emission alternatives when zero emission vehicle use is not feasible.
5. Requires ADOT to develop a State Zero Emission Motor Vehicle Fleet Plan that:
a) identifies the types of trips for which a zero emission vehicle is feasible;
b) recommends infrastructure necessary to support zero emission vehicle use; and
c) develops procurement options and strategies to increase the purchase and use of zero emission vehicles.
6. Directs ADOT, within one year of the general effective date, to submit a draft of the State Zero Emission Motor Vehicle Fleet Plan to the Governor, President of the Senate and Speaker of the House.
7. Appropriates $500,000 from the state GF in FY 2022 to ADOT to acquire telematics technology to develop the State Zero Emission Motor Vehicle Fleet Plan.
8. Exempts the appropriation to ADOT from lapsing.
9. Defines zero emission vehicle.
10. Becomes effective on the general effective date.
