FACT SHEET FOR S.B. 1096

 

commercial driver licenses; third parties

(NOW: supplemental appropriations; AHCCCS administration)

                      As passed by the Senate, S.B. 1096 allowed third-party driver license providers to perform functions related to the issuance and renewal of commercial driver licenses.

                      The House of Representatives adopted a strike-everything amendment that does the following:

Purpose

                      Appropriates $3,011,164,500 in expenditure authority and $27,177,400 from the Children's Health Insurance Program (CHIP) Fund to the Arizona Health Care Cost Containment System (AHCCCS) for adjustments in funding formula requirements and implementation of the hospital revenue assessment.

Background

                      The Arizona CHIP was established in 1998 and is commonly referred to as KidsCare (Laws 1998, 4SS, Ch. 4). KidsCare provides health care coverage for children up to 19 years old who have a family income at or below 200 percent of the Federal Poverty Level and who are not eligible for any other AHCCCS coverage (A.R.S.   36-2981). KidsCare is funded by the federal CHIP Block Grant and any state monies appropriated to KidsCare. Statue authorizes the Director of AHCCCS to determine if federal and state monies appropriated for KidsCare are insufficient and to halt processing CHIP applications (A.R.S.   36-2985).

                      Laws 2020, Chapter 46 established the Health Care Investment Fund and requires the Director of AHCCCS to establish, administer and collect an assessment on hospital revenues, discharges or bed days from inpatient or outpatient services, or both, to fund the nonfederal share of costs incurred pursuant to statutory requirements.

                      S.B. 1096 appropriates, in FY 2021, $3,011,164,500 in expenditure authority and $27,177,400 from the CHIP Fund to AHCCCS for adjustments in funding formula requirements and implementation of the hospital revenue assessment.

Provisions

1.   Appropriates the following amounts in FY 2021 to AHCCCS for adjustments in funding formula requirements and implementation of the prescribed assessment on hospital revenues, discharges and bed days from inpatient or outpatient services:

a)   $3,011,164,500 in expenditure authority; and

b)   $27,177,400 from the CHIP Fund.

2.   Becomes effective on the general effective date.
