chiropractors; laboratory procedures

Purpose

                      An emergency measure that allows chiropractors to perform nasal and oral swabs and sputum collection.

Background

                      In Arizona, chiropractors are licensed to provide permissible health care services and are considered portal of entry health care providers. Current statute limits the clinical laboratory procedures chiropractors are authorized to engage in to include urine collection, finger pricks and venipuncture. Additionally, such procedures and permissible examinations are to be performed in order to determine a regimen of chiropractic care or to form a basis for referring a patient to another health care professional (A.R.S.   32-925). Chiropractors are required to follow recognized standards in the field and are regulated by the State Board of Chiropractic Examiners (A.R.S.
  32-901
).

                      There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Adds nasal swabs, oral swabs and sputum collection to the list of clinical diagnostic laboratory procedures a chiropractor may perform in order to determine a regimen of chiropractic care or a referral to another health professional.

2.   Directs a chiropractor to refer a patient who tests positive for Coronavirus Disease 2019 (COVID-19) to the patient's primary care physician or other appropriate health care provider for treatment.

3.   Repeals the referral requirement for patients who test positive for COVID-19 on January 1, 2024.

4.   Makes technical changes.

5.   Becomes effective on signature of the Governor, if the emergency clause is enacted.
