FACT SHEET FOR H.B. 2024

 

CTEDs; internships; funding

Purpose

                      Includes students enrolled in any internship course, that is part of a career technical education district (CTED) program, in a CTED's student count.

Background

CTEDs deliver specialized vocational career and technical education (CTE) courses to high school students. CTEDs and member school districts may allow any student to enroll in a CTE course or program without regard to age or high school graduation status, except that: 1) a CTED must only include students in grades 10 through 12 in the calculation of student count or average daily membership (ADM); 2) students in kindergarten through grade 9 enrolled in CTED courses are not funded with CTED monies, except that students in grade 8 or 9 can be funded with a five-cent qualifying tax rate; 3) high school graduates, students with a general equivalency diploma or students over 21 years old are not included in a CTED student count; and 4) students enrolled in any internship course as part of a CTED program are not included in a CTED student count for that internship course (A.R.S.   15-393).

  Currently, the ADM for a student in grades 10 through 12 enrolled in a course that meets for at least 150 minutes per class period is as follows: 1) 0.75 for students enrolled at a centralized campus; or 2) up to 0.75 for students enrolled at a leased centralized campus. Students in an approved CTED centralized program may generate an ADM during any day of the week at any time between July 1 and June 30 of each fiscal year. CTEDs may operate for more than 180 days per year, with expanded hours of service (A.R.S.   15- 393).

H.B. 2024 includes students in CTED internships in a CTED's ADM student count, resulting in an anticipated negative fiscal impact to the state General Fund.

Provisions

1.   Includes students who are enrolled in any internship course as part of a CTED program in a CTED's student count.

2.   Makes technical changes.

3.   Becomes effective on the general effective date.
