8 CONGRATULATING PERCY WILBURN UPON HIS RETIREMENT FROM
9 THE ARKANSAS COMMISSION ON LAW ENFORCEMENT STANDARDS
10 AND TRAINING AND COMMENDING HIM FOR HIS CONTRIBUTIONS
11 TO HIS COMMUNITY AND TO THE STATE OF ARKANSAS.

22 WHEREAS, Mr. Percy Wilburn was born in Lake Village, Arkansas,
23 graduated from Lakeside High School, and received a Bachelor of Applied
24 Science degree in History from the University of Arkansas at Monticello; and
25
26 WHEREAS, Mr. Wilburn began his law enforcement career at the Lake
27 Village Police Department on April 1, 1986, and was appointed Chief of Police
28 on November 1, 1993; and
29
30 WHEREAS, Mr. Wilburn held the position of Chief of Police until his
31 retirement from the Lake Village Police Department on December 31, 2021; and
32
33 WHEREAS, Mr. Wilburn served the citizens of Lake Village for thirty-
34 five (35) years; and
35
36 WHEREAS, Mr. Wilburn has been a member of the Arkansas Association of

1 Chiefs of Police since 1995 and served as the Association’s President from
2 2012 to 2013; and

4 WHEREAS, Mr. Wilburn served on the Alcohol and Drug Abuse Commission
5 and the Professional Bail Bond Company and Professional Bail Bondsman
6 Licensing Board; and
7
8 WHEREAS, Mr. Wilburn was awarded Chief of the Year in 2008 by the
9 Arkansas Association of Chiefs of Police and Chicot County Officer of the
10 Year in 2015, and received the Lake Village Chamber of Commerce Life
11 Achievement Award in 2018; and
12
13 WHEREAS, on March 1, 2011, Mr. Wilburn was appointed to the Arkansas
14 Commission on Law Enforcement Standards and Training by Governor Mike Beebe,
15 where he served for twelve (12) years as a Commissioner, Vice Chairman, and
16 then Chairman until his retirement from the Commission on March 9, 2023; and
17
18 WHEREAS, Mr. Wilburn’s departure from the Arkansas Commission on Law
19 Enforcement Standards and Training creates a vacancy that will be difficult
20 to fill,
21
22 NOW THEREFORE,
23 BE IT RESOLVED BY THE SENATE OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE
24 STATE OF ARKANSAS:
25
26 THAT the Senate recognize and celebrate Mr. Wilburn for his service on
27 the Arkansas Commission on Law Enforcement Standards and Training and for his
28 service to his community and to the State of Arkansas.
29
30 BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution shall be
31 provided to Mr. Percy Wilburn by the Secretary of the Senate.
