14 TRANSACTION FEE FOR CERTAIN TRANSACTIONS RELATED TO
15 HUNTING AND FISHING LICENSES; AND FOR OTHER PURPOSES.

23 FEE FOR CERTAIN TRANSACTIONS FOR HUNTING
24 AND FISHING LICENSES.

27 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

29 SECTION 1. Arkansas Code § 15-42-104(d)(1)(B), concerning hunting and
30 fishing licenses for residents, is amended to read as follows:
31 (B) May provide for the issuance of:
32 (i) A lifetime hunting and fishing license, with an
33 optional lifetime trout stamp and lifetime state duck stamp, to a resident of
34 this state who is ten (10) years of age or younger for a one-time fee of five
35 hundred dollars ($500.00);
36 (ii) A lifetime hunting-only license or a lifetime

1 fishing-only license for a fee that shall not exceed the fee that the
2 resident would be charged otherwise for the issuance of a lifetime license
3 under subdivision (d)(1)(A) of this section;
4 (ii) (iii) An annual resident sportsman hunting
5 license to a resident of the state who is sixty-five (65) years of age or
6 older for a fee not to exceed three dollars and fifty cents ($3.50);
7 (iii) (iv) An annual resident fishing license to a
8 resident of the state who is sixty-five (65) years of age or older for a fee
9 not to exceed three dollars and fifty cents ($3.50); and
10 (iv) (v) An annual resident combination hunting and
11 fishing license to a resident of the state who is sixty-five (65) years of
12 age or older for a fee not to exceed four dollars and fifty cents ($4.50).

14 SECTION 2. Arkansas Code § 15-42-104(d)(2), concerning lifetime
15 hunting and fishing licenses for residents, is amended to read as follows:
16 (2) The commission shall offer a resident issued a lifetime hunting
17 and fishing license under subdivision (d)(1)(A) of this section or
18 subdivision (d)(1)(B)(i) of this section, a lifetime hunting-only license or
19 a lifetime fishing-only license under subdivision (d)(1)(B) of this section,
20 or a lifetime hunting license or a lifetime fishing license issued under §
21 15-42-128:
22 (A) A lifetime trout stamp for a one-time fee of ten
23 dollars ($10.00);
24 (B) A lifetime state duck stamp for a one-time fee of
25 seven dollars ($7.00); or
26 (C) Both a lifetime trout stamp and a lifetime state duck
27 stamp for a one-time fee of seventeen dollars ($17.00).

29 SECTION 3. Arkansas Code § 15-42-104, concerning hunting and fishing
30 licenses for residents, is amended to add subsection (f) to read as follows:
31 (f)(1) When a resident purchases a license, permit, or stamp with an
32 approved credit card, debit card, or other electronic payment method, the
33 commission may assess a transaction fee not to exceed the fee the payment
34 processor charges the commission for allowing the commission to accept the
35 approved credit card, debit card, or other electronic payment method as the
36 resident's payment for the license, permit, or stamp.

1 (2) The transaction fee authorized under subdivision (f)(1) of this
2 section shall be in addition to the fees and maximum fees set forth in this
3 chapter.
