23 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

25 SECTION 1. Arkansas Code § 19-11-802(c)(1), concerning annual
26 statements of qualifications and performance data and restrictions on
27 competitive bidding, is amended to read as follows:
28 (c)(1) The political subdivision shall not use competitive bidding for
29 the procurement of legal, medical, emergency medical, ambulance, financial
30 advisory, architectural, engineering, construction management, and land
31 surveying professional consulting services.
