19 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

21 SECTION 1. APPROPRIATION - ARKANSAS STATE UNIVERSITY. There is hereby
22 appropriated, to the Arkansas State University, to be payable from the
23 Development and Enhancement Fund, the following:
24 (A) for construction, renovation, maintenance, equipment, personal
25 services and operating expenses of the various institutions and entities of
26 the Arkansas State University System, in a sum not to exceed ....$25,000,000.
27 (B) for costs of construction of an Art and Innovation District, in a
28 sum not to exceed ................................................$2,000,000.
29 (C) for costs of construction of an Athletic and Club Sport Campus, in
30 a sum not to exceed ..............................................$2,000,000.
31 (D) for campus buildings deferred maintenance, in a sum not to exceed
32 ..................................................................$5,000,000.

16 obligations otherwise incurred in relation to the project or projects
17 described herein in excess of the State Treasury funds actually available
18 therefor as provided by law. Provided, however, that institutions and
19 agencies listed herein shall have the authority to accept and use grants and
20 donations including Federal funds, and to use its unobligated cash income or
21 funds, or both available to it
