30 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL
31 ASSEMBLY OF THE STATE OF ARKANSAS, AND BY THE SENATE, A MAJORITY OF ALL
32 MEMBERS ELECTED TO EACH HOUSE AGREEING THERETO:

34 THAT the following is proposed as an amendment to the Constitution of
35 the State of Arkansas, and upon being submitted to the electors of the state
36 for approval or rejection at the next general election for Representatives

1 and Senators, if a majority of the electors voting thereon at the election
2 adopt the amendment, the amendment shall become a part of the Constitution of
3 the State of Arkansas, to wit:

5 SECTION 1. Arkansas Constitution, Article 19, ยง 14(b), concerning the
6 use of lottery proceeds, is amended to read as follows:
7 (b)(1) Lottery proceeds shall be used solely to pay the operating
8 expenses of lotteries, including all prizes, and to fund or provide for
9 scholarships and grants to citizens of this State enrolled in public and
10 private non-profit two-year and four-year colleges and universities the
11 following higher education institutions located within the State that are
12 certified according to criteria established by the General Assembly:
13 (A) A public or private nonprofit two-year or four-year
14 college or university;
15 (B) A public or private vocational-technical school; or
16 (C) A public or private technical institute.
17 (2) The General Assembly shall establish criteria to determine
18 who is eligible to receive the scholarships and grants pursuant to this
19 Amendment.

21 SECTION 2. EFFECTIVE DATE. This amendment shall be effective on and
22 after January 1, 2025.

24 SECTION 3. BALLOT TITLE AND POPULAR NAME. When this proposed
25 amendment is submitted to the electors of this state on the general election
26 ballot:
27 (1) The title of this joint resolution shall be the ballot
28 title; and
29 (2) The popular name shall be "A Constitutional Amendment to
30 Provide that Lottery Proceeds May Be Used to Fund or Provide Scholarships and
31 Grants to Arkansas Citizens Enrolled in Vocational-Technical Schools and
32 Technical Institutes".
