19 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

21 SECTION 1. Arkansas Code ยง 20-77-2303(b)(3), concerning home caregiver
22 training requirements, is amended to read as follows:
23 (3) Except as provided under subsection (e) of this section, has
24 successfully completed a caregiver training course addressing the following
25 core competencies approved by the Department of Health, including not less
26 than forty (40) hours of training in:
27 (A) Body functions;
28 (B) Body mechanics and safety precautions;
29 (C) Communication skills;
30 (D) Dementia and Alzheimer's disease At least four (4)
31 hours of the forty (40) required hours covering Alzheimer's disease and
32 dementia, including:
33 (i) Communication skills;
34 (ii) Problem-solving with challenging behaviors;
35 (iii) Assistance with daily living; and
36 (iv) Explanation of Alzheimer's disease and other

1 dementia;
2 (E) Emergency situations, including recognition of
3 conditions and proper procedures;
4 (F) Household safety and fire prevention;
5 (G) Infection control and prevention, including
6 maintaining a safe and clean working environment;
7 (H) Ethical considerations and state law regarding
8 delegation of nursing tasks to unlicensed personnel;
9 (I) Nutrition;
10 (J) At least sixteen (16) hours of the forty (40) required
11 hours covering physical skills and competent demonstration of such skills
12 for:
13 (i) Ambulation;
14 (ii) Basic housekeeping procedures, including
15 laundry skills;
16 (iii) Bathing, shampooing, and shaving;
17 (iv) Dressing and undressing;
18 (v) Meal preparation and clean up;
19 (vi) Oral hygiene;
20 (vii) Range of motion;
21 (viii) Toileting; and
22 (ix) Transfer techniques;
23 (K) Record keeping and documentation of activities;
24 (L) Role of caregiver in a healthcare team; and
25 (M) Nail and skin care.
