8 TO RECOGNIZE MR. VINCENT EASTWOOD FOR HIS EFFORTS
9 ASSISTING VETERANS IN ARKANSAS AND OTHER STATES.

14 EFFORTS ASSISTING VETERANS IN ARKANSAS
15 AND OTHER STATES.

17 WHEREAS, Mr. Vincent Eastwood was born on May 23, 1960 in Sapulpa,
18 Oklahoma, and moved to Carroll County Arkansas, in 1978; and
19
20 WHEREAS, Mr. Eastwood joined the Army National Guard at the age of
21 seventeen (17); and
22
23 WHEREAS, at the beginning of the Gulf War in 1990, Mr. Eastwood was
24 deployed with the First Battalion 142nd Field Artillery unit and, while
25 serving there, was exposed to a nerve agent that caused severe intestinal
26 bleeding; and
27
28 WHEREAS, Mr. Eastwood was honorably discharged from the Army National
29 Guard after twelve (12) years of service; and
30
31 WHEREAS, Mr. Eastwood continued to suffer from medical issues related
32 to his service during the Gulf War, but during his battles with his health
33 conditions, Mr. Eastwood realized that his passion was to help other
34 veterans; and
35
36 WHEREAS, Mr. Eastwood began his service of assisting veterans by

1 building wheelchair ramps for those in need in his hometown; and

3 WHEREAS, Mr. Eastwood continued to assist veterans by organizing hunts
4 for disabled veterans, starting the Reboot Combat Recovery program in Carroll
5 County, taking veterans to doctor's appointments at the Veterans
6 Administration hospital in Fayetteville, writing a column on a local veteran
7 for the Carroll County Historical Quarterly, and setting the military
8 tombstones for the Nelson Funeral Service in Arkansas; and
9
10 WHEREAS, in 2022, Mr. Eastwood redirected his efforts in assisting
11 veterans by forming the RECON VI - Operation All In; and
12
13 WHEREAS, through the RECON VI - Operation All In, Mr. Eastwood and a
14 team of volunteers provide trauma healing to veterans and first responders,
15 provide recreational therapy through hunting and fishing trips, assist
16 families in need during the holiday season, and provide various other efforts
17 to assist veterans in need,
18
19 NOW THEREFORE,
20 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL
21 ASSEMBLY OF THE STATE OF ARKANSAS:
22
23 THAT the House of Representatives commend Mr. Vincent Eastwood for his
24 service and dedication to the members of the military in his efforts to
25 support the needs of veterans.
26
27 BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution be
28 provided to Mr. Vincent Eastwood by the Chief Clerk of the House of
29 Representatives.
