12 FOURTH GENERAL ASSEMBLY FOR THE FISCAL YEAR ENDING
13 JUNE 30, 2023; AND FOR OTHER PURPOSES.

23 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

25 SECTION 1. APPROPRIATION - HOUSE EXPENSES. There is hereby
26 appropriated, to the Arkansas House of Representatives, to be payable from
27 the Constitutional Officers Fund, for necessary expenses of the Arkansas
28 House of Representatives for the fiscal year ending June 30, 2023, the
29 following:

2 SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
3 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.
4 TRANSFERS. If the Speaker of the House and the Chief of Staff or his
5 designee determine that any item or portion thereof appropriated herein for a
6 specific purpose is not needed for such purposes, they may certify such fact
7 to the State Auditor, and the State Auditor shall cause transfer to be made
8 from one item to another.

10 SECTION 3. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
11 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. USES OF
12 APPROPRIATION. The funds appropriated in this Act shall be used to defray
13 the expenses of the House of Representatives of the Legislative Session of
14 the Ninety-Third Ninety-Fourth General Assembly, and upon adjournment of the
15 Legislative Session, any unexpended balance of the funds appropriated in this
16 Act may be used to defray the necessary expenses of the operation of the
17 Office of the Speaker of the House of Representatives, the Office of the
18 Chief of Staff, the Office of the Coordinator of House Legislative Services,
19 the Office of Parliamentarian, the Chief Clerk's Office, House Member
20 Services Office and other reasonable and necessary expenses of the House of
21 Representatives of the Ninety-Third Ninety-Fourth General Assembly incurred
22 during the interim between the adjournment of the Legislative Session of the
23 Ninety-Third Ninety-Fourth General Assembly and July 1, 2022 2023.
24 Additionally, if it is determined by the Speaker of the House that the
25 presence, assistance, oversight and expertise of any House member is needed
26 and if it is determined by the Speaker of the House that certain expenses and
27 per diem of members of the House should be paid by the House, such expenses
28 and per diem at the rate authorized for attending legislative sessions shall
29 be paid from the funds appropriated herein for Maintenance, Operations and
30 Expenses.

32 SECTION 4. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
33 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. SALARY
34 LEVELS. The Speaker of the House of Representatives and the Chief of Staff
35 or his designee shall, during the month of June, each fiscal year, meet and
36 determine the actual salaries to be paid each employee beginning the

1 following July 1. Such salaries of the employees will be based upon an
2 evaluation of the performance of the Chief of Staff by the Speaker of the
3 House of Representatives and upon an evaluation of the performance of the
4 other employees by the Chief of Staff or his designee.

6 SECTION 5. EMERGENCY CLAUSE. It is found and determined by the
7 General Assembly, that the House of Representatives of the 94th General
8 Assembly convenes in Regular Session on January 9, 2023; that expenses of the
9 session begin immediately; and that the expenses are a just expense of the
10 state which must be paid at the time the services are provided. Therefore,
11 an emergency is hereby declared to exist and this Act being necessary for the
12 immediate preservation of the public peace, health and safety shall be in
13 full force and effect from and after the date of its passage and approval.
14 If the bill is neither approved nor vetoed by the Governor, it shall become
15 effective on the expiration of the period of time during which the Governor
16 may veto the bill. If the bill is vetoed by the Governor and the veto is
17 overridden, it shall become effective on the date the last house overrides
18 the veto.
