22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24 SECTION 1. Arkansas Code § 23-18-604(b), concerning commission
25 authority related to net-metering, is amended to add an additional
26 subdivision to read as follows:
27 (11)(A) Shall require an electric utility to compensate a
28 residential net-metering customer at the retail rate on a kilowatt-to-
29 kilowatt basis for any net excess generation.
30 (B) The residential net-metering customer may cash out any
31 net excess generation available in the account of the residential net-
32 metering customer at the time of the cash-out which shall be paid:
33 (i) At the wholesale rate;
34 (ii) Only one (1) time every six (6) months; and
35 (iii) At the residential net-metering customer's
36 election, either as a credit on the residential net-metering customer's bill

1 or directly to the residential net-metering customer.

3 SECTION 2. Arkansas Code § 23-18-605, concerning net-metering
4 facilities interconnected with a municipal utility, is amended to add an
5 additional subdivision to read as follows:
6 (f) The governing body of a municipal utility shall follow the
7 procedures under § 23-18-604(b)(11) for a residential net-metering customer.
