20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. Arkansas Code § 5-77-201(b), concerning the unlawful
23 possession, purchase, sale, or transfer of a blue light or blue lens cap, is
24 amended to read as follows:
25 (b) Before selling a blue light or blue lens cap, the seller shall
26 require the buyer to provide identification that legally demonstrates that
27 the buyer is:
28 (1) a A law enforcement officer,;
29 (2) An auxiliary law enforcement officer, or;
30 (3) a A county coroner; or
31 (4) The director or head of a state, county, city, municipal, or
32 privately owned fire department or ambulance company as authorized by § 27-
33 36-304(c).

35 SECTION 2. Arkansas Code § 5-77-203 is amended to read as follows:

1 The Division of Arkansas State Police shall promulgate rules to
2 implement this subchapter, including rules that define the type of
3 identification necessary to legally demonstrate that a person is:
4 (1) a A law enforcement officer;
5 (2) An auxiliary law enforcement officer; or
6 (3) a A county coroner; or
7 (4) The director or head of a state, county, city, municipal, or
8 privately owned fire department or ambulance company as authorized by § 27-
9 36-304(c).

11 SECTION 3. Arkansas Code § 27-36-304, concerning lighting requirements
12 for fire department vehicles and ambulances, is amended to add an additional
13 subsection to read as follows:
14 (c)(1) In addition to the lights authorized by subsection (a) of this
15 section, the director or head of a state, county, city, municipal, or
16 privately owned fire department or ambulance company may permit the use of
17 blue flashing or rotating emergency or warning lights for identification
18 purposes on a firefighting apparatus that pumps water and on an ambulance.
19 (2) The blue lights authorized by subdivision (c)(1) of this
20 section shall be on the rear of the firefighting apparatus that pumps water
21 or on the rear of the ambulance and shall not exceed fifty percent (50%) of
22 the visual lights.
