11 CONSTITUTION, ARTICLE 6, 19, FOR THE PURPOSE OF
12 CONSIDERING LEGISLATION TO MAKE AN APPROPRIATION FOR
13 THE TEACHER PAY SUSTAINABILITY PROGRAM FOR THE
14 DEPARTMENT OF EDUCATION - DIVISION OF ELEMENTARY AND
15 SECONDARY EDUCATION FOR THE FISCAL YEAR ENDING JUNE
16 30, 2023; TO CREATE THE RAISING ARKANSAS'S INVESTMENT
17 IN SCHOOLS AND EDUCATORS (RAISE) ACT CONCERNING
18 SALARIES AND BONUSES FOR TEACHERS IN PUBLIC SCHOOL
19 DISTRICTS; AND TO MAKE AN APPROPRIATION FOR THE
20 PUBLIC SCHOOL DISTRICT CLASSIFIED STAFF RETENTION AND
21 RECRUITMENT PROGRAM FOR THE DEPARTMENT OF EDUCATION -
22 DIVISION OF ELEMENTARY AND SECONDARY EDUCATION FOR
23 THE FISCAL YEAR ENDING JUNE 30, 2023, TO PROVIDE
24 BONUSES TO CLASSIFIED STAFF WORKING IN ARKANSAS

2 WHEREAS, Arkansas Constitution, Article 6, 19, provides that, after
3 the General Assembly has disposed of the business set forth in the Governor's
4 proclamation to convene an extraordinary session, the General Assembly may,
5 by a vote of two-thirds (2/3) of all members elected to both houses, remain
6 in session for a period not to exceed fifteen (15) days for the purpose of
7 transacting other legislative business; and
8
9 WHEREAS, the General Assembly has disposed of the matters set forth in
10 the Governor's proclamation calling the Third Extraordinary Session of the
11 Ninety-Third General Assembly,

13 NOW THEREFORE,
14 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL
15 ASSEMBLY OF THE STATE OF ARKANSAS:

17 THAT the Third Extraordinary Session of the Ninety-Third General
18 Assembly has completed action deemed to be necessary with respect to the
19 business set forth in the Governor's proclamation to convene the Third
20 Extraordinary Session.

22 BE IT FURTHER RESOLVED THAT the Third Extraordinary Session of the
23 Ninety-Third General Assembly is extended as provided in Arkansas
24 Constitution, Article 6, 19, and shall remain in session for a period not
25 exceeding fifteen (15) days for the purpose of considering legislation to
26 make an appropriation for the Teacher Pay Sustainability Program for the
27 Department of Education - Division of Elementary and Secondary Education for
28 the fiscal year ending June 30, 2023, to create the Raising Arkansas's
29 Investment in Schools and Educators (RAISE) Act concerning salaries and
30 bonuses for teachers in public school districts, and to make an appropriation
31 for the Public School District Classified Staff Retention and Recruitment
32 Program for the Department of Education - Division of Elementary and
33 Secondary Education for the fiscal year ending June 30, 2023, to provide
34 bonuses to classified staff working in Arkansas public schools.
