7 HOUSE RESOLUTION
8 TO STRONGLY URGE THE PRESIDENT OF THE UNITED STATES
9 TO CONSIDER CURRENT GEOPOLITICAL TENSIONS AND SUPPORT
10 POLICIES AND TAKE MEASURES TO ENSURE THE UNITED
11 STATES' LONG-TERM ENERGY AFFORDABILITY, SECURITY,
12 LEADERSHIP, AND PROGRESS, INCLUDING ACTIONS THAT
13 RESULT IN THE CONTINUED OPERATION OF EXISTING OIL AND
14 NATURAL GAS PIPELINES, THE CONSTRUCTION OF NEW
15 PIPELINES, AND AN END TO RESTRICTIONS ON DEVELOPING
16 OUR NATIONS ONSHORE AND OFFSHORE OIL AND NATURAL GAS
17 RESOURCES.

23 MEASURES TO ENSURE THE UNITED STATES'
24 LONG-TERM ENERGY AFFORDABILITY, SECURITY,
25 LEADERSHIP, AND PROGRESS.

27 WHEREAS, oil and natural gas are vital components of our nations
28 economy, providing more than 11 million (11,000,000) jobs nationwide,
29 including ninety-three thousand (93,000) total jobs and ten billion dollars
30 ($10,000,000,000) in gross domestic income in Arkansas in 2019 alone; and
31
32 WHEREAS, United States energy abundance has provided security that has
33 historically led to reliable, affordable energy for American consumers and
34 our allies; and
35
36 WHEREAS, the world is looking to the United States for energy

1 leadership and stability as current geopolitical events pose potential
2 economic disruptions when inflation already affects households, both in the
3 United States and across Europe; and
4
5 WHEREAS, operation and expansion of a key component of the United
6 States energy success, our oil and natural gas pipelines, which provide the
7 most efficient means of transporting oil and natural gas, are being blocked
8 by the United States Government and many state governments; and
9
10 WHEREAS, President Joe Biden's administration continues to increase
11 costs and delay efforts to develop oil and natural gas leasing on federal
12 lands and waters despite the fact that the program provides billions of
13 dollars in revenues to federal, state, and local governments and supports
14 conservation programs throughout the country; and
15
16 WHEREAS, United States offshore oil and natural gas production is one
17 of the lowest carbon intensive energy-producing regions in the world, and
18 halting offshore oil and natural gas leasing and development will shift
19 production and capital investment overseas and undermine decades of
20 environmental progress,

22 NOW THEREFORE,
23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL
24 ASSEMBLY OF THE STATE OF ARKANSAS:

26 THAT the House of Representatives strongly urge the President of the
27 United States to take measures and support policies that ensure the United
28 States' long-term energy leadership, security, and progress, including those
29 that result in the continued operation of existing oil and natural gas
30 pipelines, the construction of new oil and natural gas pipelines, the
31 resumption of consistent, credible federal lease sales, and the immediate
32 preparation of a new five-year program to guide future offshore leasing.

34 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representatives
35 send authenticated copies of this resolution to the President of the United
36 States, the United States Secretary of the Interior, the United States

2 Arkansas Congressional delegation, and the news media of Arkansas.
