10                  - DIVISION OF AGRICULTURE WHICH SHALL BE SUPPLEMENTAL
11                  AND IN ADDITION TO THOSE FUNDS APPROPRIATED BY ACT
12                  768 OF 2021; AND FOR OTHER PURPOSES.

17                             DIVISION OF AGRICULTURE SUPPLEMENTAL
18                             APPROPRIATION.

21   BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:
22
23          SECTION 1. APPROPRIATION - STATE OPERATIONS.                       There is hereby
24   appropriated, to the University of Arkansas, to be payable from the
25   University of Arkansas Fund, for personal services and operating expenses of
26   the University of Arkansas - Division of Agriculture which shall be
27   supplemental and in addition to those funds appropriated in Section 3 of Act
28   768 of 2021, the following:

 5        SECTION 2. COMPLIANCE WITH OTHER LAWS.     Disbursement of funds
 6   authorized by this act shall be limited to the appropriation for such agency
 7   and funds made available by law for the support of such appropriations; and
 8   the restrictions of the State Procurement Law, the General Accounting and
 9   Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
10   Procedures and Restrictions Act, or their successors, and other fiscal
11   control laws of this State, where applicable, and regulations promulgated by
12   the Department of Finance and Administration, as authorized by law, shall be
13   strictly complied with in disbursement of said funds.

15        SECTION 3. LEGISLATIVE INTENT.     It is the intent of the General
16   Assembly that any funds disbursed under the authority of the appropriations
17   contained in this act shall be in compliance with the stated reasons for
18   which this act was adopted, as evidenced by the Agency Requests, Executive
19   Recommendations and Legislative Recommendations contained in the budget
20   manuals prepared by the Department of Finance and Administration, letters, or
21   summarized oral testimony in the official minutes of the Arkansas Legislative
22   Council or Joint Budget Committee which relate to its passage and adoption.

24        SECTION 4. EMERGENCY CLAUSE.   It is found and determined by the General
25   Assembly, that funds provided by the General Assembly for the operations of
26   the University of Arkansas - Division of Agriculture are, due to unforeseen
27   circumstances, insufficient for the University of Arkansas - Division of
28   Agriculture to continue to provide essential governmental services; that the
29   provisions of this act will provide the necessary monies for the University
30   of Arkansas - Division of Agriculture to continue such services; and that a
31   delay in the effective date of this Act could work irreparable harm upon the
32   proper administration and provision of essential governmental programs.
33   Therefore, an emergency is hereby declared to exist and this Act being
34   necessary for the immediate preservation of the public peace, health and
35   safety shall be in full force and effect from and after the date of its
36   passage and approval.

 1        If the bill is neither approved nor vetoed by the Governor, it shall
 2   become effective on the expiration of the period of time during which the
 3   Governor may veto the bill.   If the bill is vetoed by the Governor and the
 4   veto is overridden, it shall become effective on the date the last house
 5   overrides the veto.
