18 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

20 SECTION 1. REAPPROPRIATION - LAW ENFORCEMENT STANDARDS AND TRAINING.
21 There is hereby appropriated, to the Department of Public Safety, to be
22 payable from the Development and Enhancement Fund, for the Department of
23 Public Safety - Arkansas Commission on Law Enforcement Standards and Training
24 the following:
25 (A) Effective July 1, 2022, the balance of the appropriation provided
26 in Item (A) of Section 1 of Act 202 of 2021, for various maintenance,
27 renovation, equipping, construction, acquisition, improvement, upgrade, and
28 repair of real property and facilities department-wide, in a sum not to
29 exceed ..............................................................$33,511.
30 (B) Effective July 1, 2022, the balance of the appropriation provided
31 in Item (A) of Section 4 of Act 867 of 2021, for division-wide maintenance,
32 renovation, equipping, construction, acquisition, improvement, upgrade and
33 repair of real property and facilities, in a sum not to exceed ...$4,205,000.

35 SECTION 2. REAPPROPRIATION - STATE POLICE. There is hereby
36 appropriated, to the Department of Public Safety, to be payable from the

1 Development and Enhancement Fund, for the Department of Public Safety -
2 Division of Arkansas State Police the following:
3 (A) Effective July 1, 2022, the balance of the appropriation provided
4 in Item (A) of Section 2 of Act 202 of 2021, for construction of a driving
5 track at Camp Robinson, in a sum not to exceed ...................$4,000,000.
6 (B) Effective July 1, 2022, the balance of the appropriation provided
7 in Item (A) of Section 3 of Act 867 of 2021, for construction of a driving
8 track at Camp Robinson, in a sum not to exceed ...................$4,000,000.
9 (C) Effective July 1, 2022, the balance of the appropriation provided
10 in Item (B) of Section 3 of Act 867 of 2021, for development and
11 implementation of an online reporting system for Crimes Against Children
12 Division mandated reporters, in a sum not to exceed ................$750,000.
13 (D) Effective July 1, 2022, the balance of the appropriation provided
14 in Item (C) of Section 3 of Act 867 of 2021, for maintenance, upgrades, and
15 repairs of ASP facilities and equipment, in a sum not to exceed ..$1,500,000.
16 (E) Effective July 1, 2022, the balance of the appropriation provided
17 in Item (D) of Section 3 of Act 867 of 2021, for addition of a twin engine
18 helicopter to the ASP aircraft fleet, in a sum not to exceed ....$14,000,000.

20 SECTION 3. REAPPROPRIATION - STATE CRIME LABORATORY. There is hereby
21 appropriated, to the Department of Public Safety, to be payable from the
22 Development and Enhancement Fund, for the Department of Public Safety - State
23 Crime Laboratory the following:
24 (A) Effective July 1, 2022, the balance of the appropriation provided
25 in Item (A) of Section 5 of Act 867 of 2021, for division-wide maintenance,
26 renovation, equipping, construction, acquisition, improvement, upgrade and
27 repair of real property and facilities, in a sum not to exceed ...$3,500,000.

29 SECTION 4. REAPPROPRIATION - ACIC. There is hereby appropriated, to
30 the Department of Public Safety, to be payable from the Development and
31 Enhancement Fund, for the Department of Public Safety - Arkansas Crime
32 Information Center the following:
33 (A) Effective July 1, 2022, the balance of the appropriation provided
34 in Item (A) of Section 1 of Act 867 of 2021, for upgrades to the Sex Offender
35 Registry, in a sum not to exceed ...................................$758,480.

1 SECTION 5. DISBURSEMENT CONTROLS. (A) No contract may be awarded nor
2 obligations otherwise incurred in relation to the project or projects
3 described herein in excess of the State Treasury funds actually available
4 therefor as provided by law. Provided, however, that institutions and
5 agencies listed herein shall have the authority to accept and use grants and
6 donations including Federal funds, and to use its unobligated cash income or
7 funds, or both available to it, for the purpose of supplementing the State
8 Treasury funds for financing the entire costs of the project or projects
9 enumerated herein. Provided further, that the appropriations and funds
10 otherwise provided by the General Assembly for Maintenance and General
11 Operations of the agency or institutions receiving appropriation herein shall
12 not be used for any of the purposes as appropriated in this act.
13 (B) The restrictions of any applicable provisions of the State
14 Purchasing Law, the General Accounting and Budgetary Procedures Law, the
15 Revenue Stabilization Law and any other applicable fiscal control laws of
16 this State and regulations promulgated by the Department of Finance and
17 Administration, as authorized by law, shall be strictly complied with in
18 disbursement of any funds provided by this act unless specifically provided
19 otherwise by law.

21 SECTION 6. LEGISLATIVE INTENT. It is the intent of the General
22 Assembly that any funds disbursed under the authority of the appropriations
23 contained in this act shall be in compliance with the stated reasons for
24 which this act was adopted, as evidenced by the Agency Requests, Executive
25 Recommendations and Legislative Recommendations contained in the budget
26 manuals prepared by the Department of Finance and Administration, letters, or
27 summarized oral testimony in the official minutes of the Arkansas Legislative
28 Council or Joint Budget Committee which relate to its passage and adoption.

30 SECTION 7. EFFECTIVE DATE. This act is effective on and after July 1,
31 2022.
