22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24 SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established
25 for the Department of Human Services - Division of Provider Services and
26 Quality Assurance for the 2022-2023 fiscal year, the following maximum number

4 SECTION 2. EXTRA HELP - OPERATIONS. There is hereby authorized, for
5 the Department of Human Services - Division of Provider Services and Quality
6 Assurance for the 2022-2023 fiscal year, the following maximum number of
7 part-time or temporary employees, to be known as "Extra Help", payable from
8 funds appropriated herein for such purposes: eight (8) temporary or part-
9 time employees, when needed, at rates of pay not to exceed those provided in
10 the Uniform Classification and Compensation Act, or its successor, or this
11 act for the appropriate classification.

13 SECTION 3. APPROPRIATION - OPERATIONS. There is hereby appropriated,
14 to the Department of Human Services, to be payable from the paying account as
15 determined by the Chief Fiscal Officer of the State, for personal services
16 and operating expenses of the Department of Human Services - Division of
17 Provider Services and Quality Assurance for the fiscal year ending June 30,
18 2023, the following:

34 SECTION 4. APPROPRIATION - PROVIDER SERVICES GRANTS. There is hereby
35 appropriated, to the Department of Human Services, to be payable from the

1 grant payments of the Department of Human Services - Division of Provider
2 Services and Quality Assurance for the fiscal year ending June 30, 2023, the

7 (01) PROVIDER SERVICES GRANTS AND AID $400,000

9 SECTION 5. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
10 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.
11 CERTIFICATION AND LICENSURE. The Division of Provider Services and Quality
12 Assurance of the Department of Human Services is authorized to use funds
13 appropriated for the certification or licensure of an entity on behalf of any
14 division of the Department of Human Services. Any entity holding a
15 certification or license funded through an appropriation for the Division of
16 Provider Services and Quality Assurance of the Department of Human Services
17 shall hold its certification or license under the authority of the relevant
18 division of the Department of Human Services. All laws that apply to a
19 certified or licensed entity by a relevant division of the Department of
20 Human Services shall apply to an entity certified or licensed by the Division
21 of Provider Services and Quality Assurance on behalf of a relevant division
22 of the Department of Human Services.
23 The provisions of this section shall be in effect only from July 1,
24 2021 2022 through June 30, 2022 2023.

26 SECTION 6. COMPLIANCE WITH OTHER LAWS. Disbursement of funds
27 authorized by this act shall be limited to the appropriation for such agency
28 and funds made available by law for the support of such appropriations; and
29 the restrictions of the State Procurement Law, the General Accounting and
30 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
31 Procedures and Restrictions Act, or their successors, and other fiscal
32 control laws of this State, where applicable, and regulations promulgated by
33 the Department of Finance and Administration, as authorized by law, shall be
34 strictly complied with in disbursement of said funds.

36 SECTION 7. LEGISLATIVE INTENT. It is the intent of the General

1 Assembly that any funds disbursed under the authority of the appropriations
2 contained in this act shall be in compliance with the stated reasons for
3 which this act was adopted, as evidenced by the Agency Requests, Executive
4 Recommendations and Legislative Recommendations contained in the budget
5 manuals prepared by the Department of Finance and Administration, letters, or
6 summarized oral testimony in the official minutes of the Arkansas Legislative
7 Council or Joint Budget Committee which relate to its passage and adoption.

9 SECTION 8. EFFECTIVE DATE. This act is effective on and after July 1,
10 2022.
