20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established
23 for the Black River Technical College for the 2022-2023 fiscal year, the
24 following maximum number of regular employees.

31 SECTION 2. EXTRA HELP - OPERATIONS. There is hereby authorized, for
32 the Black River Technical College for the 2022-2023 fiscal year, the
33 following maximum number of part-time or temporary employees, to be known as
34 "Extra Help", payable from funds appropriated herein for such purposes:
35 seventy-five (75) temporary or part-time employees, when needed, at rates of
36 pay not to exceed those provided in the Uniform Classification and

1 Compensation Act, or its successor, or this act for the appropriate
2 classification.

4 SECTION 3. APPROPRIATION - STATE OPERATIONS. There is hereby
5 appropriated, to the Black River Technical College, to be payable from the
6 Black River Technical College Fund, for personal services and operating
7 expenses of the Black River Technical College for the fiscal year ending June

11 SECTION 5. APPROPRIATION - CASH FUNDS - LAW ENFORCEMENT TRAINING
12 ACADEMY BARRACKS. There is hereby appropriated, to the Black River Technical
13 College, to be payable from cash funds as defined by Arkansas Code 19-4-801,
14 for construction, construction fees, and equipping a Law Enforcement Training
15 Academy Barracks of the Black River Technical College for the fiscal year
16 ending June 30, 2023, the following:

24 SECTION 6. COMPLIANCE WITH OTHER LAWS. Disbursement of funds
25 authorized by this act shall be limited to the appropriation for such agency
26 and funds made available by law for the support of such appropriations; and
27 the restrictions of the State Procurement Law, the General Accounting and
28 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
29 Procedures and Restrictions Act, the Higher Education Expenditures
30 Restrictions Act, or their successors, and other fiscal control laws of this
31 State, where applicable, and regulations promulgated by the Department of
32 Finance and Administration, as authorized by law, shall be strictly complied
33 with in disbursement of said funds.

35 SECTION 7. LEGISLATIVE INTENT. It is the intent of the General
36 Assembly that any funds disbursed under the authority of the appropriations

1 contained in this act shall be in compliance with the stated reasons for
2 which this act was adopted, as evidenced by the Agency Requests, Executive
3 Recommendations and Legislative Recommendations contained in the budget
4 manuals prepared by the Department of Finance and Administration, letters, or
5 summarized oral testimony in the official minutes of the Arkansas Legislative
6 Council or Joint Budget Committee which relate to its passage and adoption.

8 SECTION 8. EFFECTIVE DATE. This act is effective on and after July 1,
9 2022.
