22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24 SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established
25 for the Auditor of State for the 2022-2023 fiscal year, the following maximum
26 number of regular employees.

9 SECTION 2. EXTRA HELP - OPERATIONS. There is hereby authorized, for
10 the Auditor of State for the 2022-2023 fiscal year, the following maximum
11 number of part-time or temporary employees, to be known as "Extra Help",
12 payable from funds appropriated herein for such purposes: five (5) temporary
13 or part-time employees, when needed, at rates of pay not to exceed those
14 provided in the Uniform Classification and Compensation Act, or its
15 successor, or this act for the appropriate classification.

17 SECTION 3. APPROPRIATION - OPERATIONS. There is hereby appropriated,
18 to the Auditor of State, to be payable from the State Central Services Fund,
19 for personal services and operating expenses of the Auditor of State -
20 Operations for the fiscal year ending June 30, 2023, the following:

11 from cash funds as defined by Arkansas Code 19-4-801, for operating expenses
12 and the payment of claims for abandoned mineral proceeds by the Auditor of
13 State for the fiscal year ending June 30, 2023, the following:

22 SECTION 8. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
23 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. TRANSFER
24 PROVISION. After receiving approval from the Chief Fiscal Officer of the
25 State, and prior review by the Arkansas Legislative Council or Joint Budget
26 Committee, the Auditor of State is authorized to transfer appropriation from
27 any line item authorized in Operations to any other line item authorized in
28 Operations and the Agency is authorized to transfer appropriation from any
29 line item authorized in Unclaimed Property Program to any other line item
30 authorized in Unclaimed Property Program.
31 The provisions of this section shall be in effect only from July 1, 2021
32 2022 through June 30, 2022 2023.

34 SECTION 9. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
35 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. POSITION
36 REQUIREMENTS. The Operations Manager shall hold and maintain a Certified

1 Public Accountant license in good standing in the state of Arkansas. The
2 Internal Auditor shall hold and maintain an active certification as a
3 Certified Internal Auditor, with the Institute of Internal Auditors, or a
4 Certified Public Accountant license in good standing in the state of
5 Arkansas.
6 The provisions of this section shall be in effect only from July 1,
7 2022 through June 30, 2023.

9 SECTION 10. COMPLIANCE WITH OTHER LAWS. Disbursement of funds
10 authorized by this act shall be limited to the appropriation for such agency
11 and funds made available by law for the support of such appropriations; and
12 the restrictions of the State Procurement Law, the General Accounting and
13 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
14 Procedures and Restrictions Act, or their successors, and other fiscal
15 control laws of this State, where applicable, and regulations promulgated by
16 the Department of Finance and Administration, as authorized by law, shall be
17 strictly complied with in disbursement of said funds.

19 SECTION 11. LEGISLATIVE INTENT. It is the intent of the General
20 Assembly that any funds disbursed under the authority of the appropriations
21 contained in this act shall be in compliance with the stated reasons for
22 which this act was adopted, as evidenced by the Agency Requests, Executive
23 Recommendations and Legislative Recommendations contained in the budget
24 manuals prepared by the Department of Finance and Administration, letters, or
25 summarized oral testimony in the official minutes of the Arkansas Legislative
26 Council or Joint Budget Committee which relate to its passage and adoption.

28 SECTION 12. EFFECTIVE DATE. This act is effective on and after July 1,
29 2022.
