20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established
23 for the Arkansas Court of Appeals for the 2022-2023 fiscal year, the
24 following maximum number of regular employees.

7 SECTION 2. EXTRA HELP - OPERATIONS. There is hereby authorized, for
8 the Arkansas Court of Appeals for the 2022-2023 fiscal year, the following
9 maximum number of part-time or temporary employees, to be known as "Extra
10 Help", payable from funds appropriated herein for such purposes: two (2)
11 temporary or part-time employees, when needed, at rates of pay not to exceed
12 those provided in the Uniform Classification and Compensation Act, or its
13 successor, or this act for the appropriate classification.

15 SECTION 3. APPROPRIATION - OPERATIONS. There is hereby appropriated,
16 to the Arkansas Court of Appeals, to be payable from the State Central
17 Services Fund, for personal services, operating expenses, special judges,
18 court appointed attorneys, and other legal expenses of the Arkansas Court of
19 Appeals for the fiscal year ending June 30, 2023, the following:

1 SECTION 4. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
2 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. MILEAGE
3 REIMBURSEMENT. The funds appropriated in Mileage Reimbursement in the
4 Operations appropriation herein may be used by each judge of the Arkansas
5 Court of Appeals as reimbursement for necessary mileage. The mileage
6 reimbursement shall be at the same rate established in the state travel
7 regulations for state employees and shall be limited to travel within the
8 state between the judge's official residence and the court with mileage
9 reimbursements not to exceed three round trips per week. Only judges whose
10 official residence is located outside of Pulaski County shall be eligible to
11 be reimbursed for mileage.
12 The provisions of this section shall be in effect only from July 1, 2021
13 2022 through June 30, 2022 2023.

15 SECTION 5. COMPLIANCE WITH OTHER LAWS. Disbursement of funds
16 authorized by this act shall be limited to the appropriation for such agency
17 and funds made available by law for the support of such appropriations; and
18 the restrictions of the State Procurement Law, the General Accounting and
19 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
20 Procedures and Restrictions Act, or their successors, and other fiscal
21 control laws of this State, where applicable, and regulations promulgated by
22 the Department of Finance and Administration, as authorized by law, shall be
23 strictly complied with in disbursement of said funds.

25 SECTION 6. LEGISLATIVE INTENT. It is the intent of the General
26 Assembly that any funds disbursed under the authority of the appropriations
27 contained in this act shall be in compliance with the stated reasons for
28 which this act was adopted, as evidenced by the Agency Requests, Executive
29 Recommendations and Legislative Recommendations contained in the budget
30 manuals prepared by the Department of Finance and Administration, letters, or
31 summarized oral testimony in the official minutes of the Arkansas Legislative
32 Council or Joint Budget Committee which relate to its passage and adoption.

34 SECTION 7. EFFECTIVE DATE. This act is effective on and after July 1,
35 2022.
