7 SENATE RESOLUTION
8 TO EXTEND THE SECOND EXTRAORDINARY SESSION OF THE
9 NINETY-THIRD GENERAL ASSEMBLY FOR A PERIOD NOT
10 EXCEEDING FIFTEEN (15) DAYS UNDER ARKANSAS
11 CONSTITUTION, ARTICLE 6, 19, FOR THE PURPOSE OF
12 CONSIDERING LEGISLATION TO CREATE THE ARKANSAS HUMAN
13 HEARTBEAT AND HUMAN LIFE CIVIL JUSTICE ACT TO
14 REGULATE ABORTION IN ARKANSAS, SAVE THE LIVES OF
15 UNBORN CHILDREN, AND PROTECT THE HEALTH OF WOMEN
16 THROUGH CIVIL LIABILITY FOR VIOLATIONS OF ABORTION
17 LAWS; TO ESTABLISH AN INCOME TAX CREDIT OR INCOME TAX
18 REDUCTION FOR CERTAIN FULL-TIME LAW ENFORCEMENT
19 OFFICERS; TO PROHIBIT THE TEACHING OF CRITICAL RACE
20 THEORY IN PUBLIC SCHOOLS AND PUBLIC INSTITUTIONS; AND
21 TO PROTECT THE RIGHT OF ARKANSAS CITIZENS TO WORK AND
22 NOT BE SUBJECT TO EMPLOYER VACCINE MANDATES REGARDING
23 CORONAVIRUS 2019 (COVID-19).

29 ASSEMBLY FOR A PERIOD NOT EXCEEDING
30 FIFTEEN (15) DAYS UNDER ARKANSAS
31 CONSTITUTION, ARTICLE 6, 19, FOR THE
32 PURPOSE OF TRANSACTING OTHER BUSINESS.

35 WHEREAS, Arkansas Constitution, Article 6, 19, provides that, after
36 the General Assembly has disposed of the business set forth in the Governor's

1 proclamation to convene an extraordinary session, the General Assembly may,
2 by a vote of two-thirds (2/3) of all members elected to both houses, remain
3 in session for a period not to exceed fifteen (15) days for the purpose of
4 transacting other legislative business; and

6 WHEREAS, the General Assembly has disposed of the matters set forth in
7 the Governor's proclamation calling the Second Extraordinary Session of the
8 Ninety-Third General Assembly; and

10 WHEREAS, there are certain other important and urgent matters which the
11 General Assembly should remain in session to consider,
12
13 NOW THEREFORE,
14 BE IT RESOLVED BY THE SENATE OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE
15 STATE OF ARKANSAS:

17 THAT the Second Extraordinary Session of the Ninety-Third General
18 Assembly has completed action deemed to be necessary with respect to the
19 business set forth in the Governor's proclamation to convene the Second
20 Extraordinary Session.

22 BE IT FURTHER RESOLVED THAT the Second Extraordinary Session of the
23 Ninety-Third General Assembly is extended as provided in Arkansas
24 Constitution, Article 6, 19, and shall remain in session for a period not
25 exceeding fifteen (15) days for the purpose of considering legislation to
26 create the Arkansas Human Heartbeat and Human Life Civil Justice Act to
27 regulate abortion in Arkansas, save the lives of unborn children, and protect
28 the health of women through civil liability for violations of abortion laws;
29 to establish an income tax credit or income tax cut for certain full-time law
30 enforcement officers; to prohibit the teaching of critical race theory in
31 public schools and public institutions; and to protect the right of Arkansas
32 citizens to work and not be subject to employer vaccine mandates regarding
33 coronavirus 2019 (COVID-19).
