20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. Arkansas Code 10-2-125, concerning employees and officers
23 of the General Assembly, is amended to add a new subsection to read as
24 follows:
25 (c)(1) Both the House of Representatives and the Senate may hire and
26 employ in the manner described under this section security personnel to
27 maintain peaceful order and provide protection to the members and staff of
28 the General Assembly during meetings or other official functions of the
29 General Assembly.
30 (2)(A) Personnel designated by the House of Representatives or
31 the Senate as security personnel are considered full-time law enforcement
32 officers with the full range of responsibilities and authority as are
33 afforded to a law enforcement officer certified by the Arkansas Commission on
34 Law Enforcement Standards and Training.
35 (B) The House of Representatives and the Senate may set
36 their own training and qualification standards for security personnel

1 employed by the respective chamber.
2 (C) The commission shall permit security personnel
3 employed by the General Assembly access to all law enforcement training
4 generally available to other law enforcement personnel and shall make the law
5 enforcement certification process available to security personnel employed by
6 the General Assembly.
7 (3) Security personnel employed by the House of Representatives
8 or the Senate shall have statewide jurisdiction while the security personnel
9 are acting within the scope of their employment.

11 SECTION 2. EMERGENCY CLAUSE. It is found and determined by the
12 General Assembly of the State of Arkansas that the safety of the members of
13 the General Assembly, its staff, and the public is paramount while the
14 General Assembly conducts its business both at the State Capitol and
15 elsewhere around the state. Therefore, an emergency is declared to exist, and
16 this act being immediately necessary for the preservation of the public
17 peace, health, and safety shall become effective on:
18 (1) The date of its approval by the Governor;
19 (2) If the bill is neither approved nor vetoed by the Governor,
20 the expiration of the period of time during which the Governor may veto the
21 bill; or
22 (3) If the bill is vetoed by the Governor and the veto is
23 overridden, the date the last house overrides the veto.
