19 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

21 SECTION 1. Arkansas Code 14-166-202(a)(3), concerning the
22 designation of multicounty planning and development districts, is amended to
23 read as follows:
24 (3) Northeast Arkansas Economic Development District, Inc.,
25 consisting of Randolph, Clay, Lawrence, Greene, Craighead, Mississippi,
26 Poinsett, Cross, Crittenden, St. Francis, Lee, and Phillips counties, to be
27 operated by and under the Delta Center for Economic Development of Arkansas
28 State University;

30 SECTION 2. Arkansas Code 14-166-203(c)(1), concerning recognition
31 and qualification of districts, is amended to read as follows:
32 (c)(1) The Except as otherwise provided in this subchapter, the
33 operations of representative organizations of planning and development
34 districts shall be solely within the discretion and control of the local
35 governing boards of directors of the respective districts, it not being the
36 intention of the General Assembly that anything in this subchapter creates

1 any power, authority, or control in any state agency over the management and
2 operations of the organizations.
