8 HOUSE CONCURRENT RESOLUTION
9 TO ENCOURAGE THE UNITED STATES CONGRESS TO REVIEW
10 ISSUES RELATED TO DAIRY PRODUCTS AND MAKE CHANGES TO
11 IMPROVE FEDERAL MILK MARKETING ORDERS IN ORDER TO
12 BETTER SUPPORT DAIRY FARMERS.

20 BETTER SUPPORT DAIRY FARMERS.

23 WHEREAS, price discovery for milk should be improved through mandatory
24 daily electronic reporting of most dairy products, including reporting and
25 auditing of prices and inventories and high-value dairy products as well as
26 prices paid for milk and milk components; and
27
28 WHEREAS, consideration should be given to including different dairy
29 product specifications and dairy products sold under terms of a forward
30 contract; and
31
32 WHEREAS, changes to the Federal Milk Marketing Order program should be
33 made to reduce or eliminate negative producer price differentials and reduce
34 the economic incentives to de-pool milk, including without limitation
35 modifications to the Class I milk pricing formula, adjustments to pool
36 qualification criteria, and stricter limitations on producer milk receipts in

1 months following the de-pooling of milk; and

3 WHEREAS, the dairy transportation credit should be eliminated by
4 reducing the credit by twenty percent (20%) over the course of five (5)
5 years; and
6
7 WHEREAS, the referendum approval threshold should be modified to
8 require a two-thirds majority of the voting producers and two-thirds of the
9 voting milk volume to amend or issue a Federal Milk Marketing Order; and
10
11 WHEREAS, the United States Department of Agriculture should develop an
12 improved method to determine the Class I Milk Mover Base Price, which is not
13 reliant solely on manufacturing dairy products, to better reflect local
14 market conditions, provide more appropriate economic incentives to fluid milk
15 producers and processors, recognize the costs in servicing a fluid milk
16 market, and continue to ensure fluid milk consumers have a quality and
17 adequate supply of fresh fluid milk; and
18
19 WHEREAS, the pooling requirements under Federal Milk Marketing Orders
20 should be changed so that shipping costs are allocated to the exporting area;
21 and
22
23 WHEREAS, only milk delivered on a specific milk marketing order should
24 receive pooling benefits for that order,
25
26 NOW THEREFORE,
27 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL
28 ASSEMBLY OF THE STATE OF ARKANSAS, THE SENATE CONCURRING THEREIN:

30 THAT the General Assembly encourage the United States Congress to
31 review issues related to dairy products and make changes to improve Federal
32 Milk Marketing Orders in order to better support dairy farmers throughout the
33 country.

35 BE IT FURTHER RESOLVED THAT upon adoption of this resolution, an appropriate
36 copy be provided by the Chief Clerk of the House of Representatives to the

1 United States Department of Agriculture, the majority leader of the United
2 States Senate, the Speaker of the United States House of Representatives, and
3 the members of the Arkansas congressional delegation.
