21 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

23 SECTION 1. Arkansas Code Title 27, Chapter 24, Subchapter 2, is
24 amended to add an additional section to read as follows:
25 27-24-216. Redesign and medal decals for disabled veteran special
26 license plates.
27 (a) As used in this section, "disabled veteran special license plate"
28 means a disabled veteran special license plate and a disabled veteran
29 nonservice injury special license plate issued under this subchapter.
30 (b)(1) The Department of Finance and Administration shall redesign the
31 disabled veteran special license plate.
32 (2) The design of the disabled veteran special license plate
33 shall include a blank space that is sufficient for a medal decal available
34 for issuance by the department under 27-24-209(d)(1).
35 (c)(1) The Secretary of the Department of Finance and Administration
36 shall approve the new design and determine:

1 (A) The fee for the cost of an initial order of at least
2 three thousand (3,000) disabled veteran special license plates which shall be
3 based on the cost of initial orders of new designs for special license
4 plates;
5 (B) The number of applications that must be received to
6 cover the cost or the initial order of disabled veteran special license
7 plates required by subdivision (c)(1)(A) of this section; or
8 (C) The product of subdivisions (c)(1) and (2) of this
9 section that must be received in order to cover the cost of the initial order
10 of the disabled veteran special license plates.
11 (2) The fee shall be deposited into the State Central Services
12 Fund for the benefit of the Revenue Division of the Department of Finance and
13 Administration and shall be credited as supplemental and in addition to all
14 other funds as may be deposited for the benefit of the division.
15 (3) The fee shall not be considered or credited to the division
16 as direct revenues.
17 (d) An applicant shall be issued a disabled veteran special license
18 plate with a medal decal under this section:
19 (1) Upon payment to the department of the fee required by
20 subsection (c) of this section to cover the cost of the initial order of the
21 newly designed license plate that is a result of the change of design;
22 (2) Upon payment of a fee of ten dollars ($10.00) for the medal
23 decal and an additional handling and administrative fee of one dollar ($1.00)
24 as required by 27-24-209; and
25 (3) If the applicant establishes that he or she was awarded the
26 medal corresponding to the medal decal requested by the applicant.
27 (e) A license plate issued under this subchapter before August 1,
28 2021, shall be valid and is not required to be exchanged until requested by
29 the department.
30 (f) The department may issue license plates that were created and
31 purchased under this subchapter before August 1, 2021.
